of morphia injection

deplorably prevalent. This evil cannot

be dealt with effectually until means have

been found to regulate the exportation to

the East of morphia, cocaine, and similar

deleterious drugs.

Under the existing

laws in the Eastern Dominions the importa-

tion, possession and sale of such drugs is

very strictly regulated; only licensed

persons, such as doctors and qualified

druggists, may employ the drugs, and then

only for medicinal purposes.

The great

difficulty

difficulty is the prevention of smuggling,

with which the Governments concerned are

dealing as energetically as possible; but

until exporting countries can establish some

control over the export of the drugs there

must be a large amount of successful

smuggling in spite of the best organised

preventive service, since the packages con-

taining the drugs are capable of easy con-

cealment.
